Ricardo Rosselló, PhD

Ricardo Rosselló is a scientist, entrepreneur, and public servant. He currently serves as the U.S. Congressional Delegate for Puerto Rico, elected through an unprecedented write-in campaign, and previously served as the 12th Governor of Puerto Rico, where he led sweeping reforms across health, energy, education, and the island's recovery after Hurricane María.

He earned a BA in Chemical and Biomedical Engineering from MIT, a PhD in Biomedical Engineering and Biotechnology from the University of Michigan, and completed post-doctoral research at Duke University focused on reprogramming stem cells. He is Chief Visionary Officer of the Regenerative Medicine Institute (RMI Health), co-founder of Beijing Prosperous Biopharm, and an adjunct professor at George Mason University.

As co-founder of The Incentives Lab, Ricardo brings a statesman's lens to Incentive Intelligence — translating the discipline into policy, infrastructure, and the operating systems that govern public life.
