Pay per tail, get more rats. Every time.

In 1902, colonial Hanoi paid a bounty per rat tail. Citizens cut tails off live rats and bred more in basements. The rat population grew. This is not a story. It is a recurring pattern that any leader who pays per proxy will recreate, this quarter, in their own organization.

The pattern: a noble goal, a measurable proxy, a financial reward attached to the proxy, and then a population of humans optimizing — perfectly rationally — the proxy instead of the goal.

When a team or business unit is shielded from the cost of its risks — by a corporate guarantee, a captive customer, or a CEO's patience — it takes more of them. This is moral hazard, and most enterprise software pricing, internal R&D budgets, and "strategic" loss leaders are riddled with it.

The remedy is to make the risk-taker eat at least some of the loss. Always.
